2017 Project of “Build Up Recycling Stations in Villages

To follow the first line recycling reinforcement strategy initiated by Environmental Protection Administration, Executive Yuan, R.O.C.(Taiwan) and return the recycling driven benefits to the citizens, we’ve planned the 2017 Project of “Build Up Recycling Stations in Villages/ Boroughs in Chiayi County” to align the institutes, villages, boroughs and communities, or other groups to establish and promote a first line recycling stations network system so we can achieve the goal of sustainable recycling utilization. Environmental Protection Bureau, Chiayi County (abbreviated as EPB) started to facilitate the establishment of 30 recycling stations to decrease the garbage quantities and elevate the recycling efficiency. This Project was a policy started from the villages or boroughs and aimed for building ”Recycling Stop for Welfare back to Chiayi” up to change the recycling behaviors and concepts of the citizens. People would be encouraged to collect and send the recycled materials produced at home or during environmental cleanups to the indicated locations in villages or boroughs for the recycling rewards exchange. Then the recycling quantities could be increased while the garbage quantities decreased so the cleaning team can save the time for the classifications at the terminal. The government can reallocate the saved manpower and equipments to environment cleaning and make the environment even more comfortable. This is a triple wins strategy and the Project was implemented for 6 months, the achievements were summarized as the following, I. Enhance the promotion of the first line recycling tasks among citizens. Two waves of seminars for the recycling station establishment and educational training activities were conducted in the initial stage of the Project. The staffs of the targeted 30 stations were well trained to learn how to operate and form their volunteering teams to assist the recycling rewards exchange and stations environmental maintenance. In the first two months of stations initiated, we’d support them to implement the rewards exchange at the 30 recycling stations in villages or boroughs; later on, we would supervise and review the executions every two months. A series of project related posters, DM and exhibition stands were produced to induce the general public with the Project related activities. Another two promotional films of recycling stations were produced to broadcast and record the related operational results so the public awareness of the recycling stations would be raised. Also, we’ve conducted a performance demonstration event on 6th October, the representatives from EPB, recycling stations in villages or boroughs and cleaning teams were invited to attend and leave for the seed of hope recycling station at Kaohsiung City/ Chishan District/ Nanjou Borough to learn their best practice of the recycling station operation. The exposure of the Project was expected to elevate through the experience sharing and exchange. II. Align all the institutes, villages/ boroughs and communities to build up and promote the first line recycling stations network system. There are 30 recycling stations in villages and boroughs set up within the Project scope, including Taibau City/ Houzhuang Borough, Taibau City/ Taibau Borough, Budai Town/ Howmei Borough, Dalin Town/ Santsuan Borough, Dalin Town/ Minho Borough, Dalin Town/ Nailin Borough, Minhsiung Township/ Beido Village, Minhsiung Township/ Hsinchung Village, Minhsiung Township/ Jinhsin Village, Minhsiung Township/ Shanchung Village, Hsikou Township/ Pingding Village, Hsingung Township/ Hsibei Village, Hsingung Township/ Wuamei Village, Hsingung Township/ Nanluan Village, Liujiao Township/ Wunbei Village, Liujiao Township/ Hsuanhan Village, Liujiao Township/ Gouchun Village, Dongshi Township/ Wintsei Village, Dongshi Township/ Hsinchou Village, Dongshi Township/ Fulai Village, Yichu Township/ Dongrong Village, Yichu Township/ Donguo Village, Hsueishung Township/ Dajuei Village, Lutsao Township/ Songchu Village, Chungpu Township/ Hsinong Village, Chuchi Township/ Chuchi Village, Chuchi Township/ Shangping Village, Fanlu Township/ Tsaoshan Village, Dapu Township/ Chadong Village, Dapu Township/ Houping Village etc. We’ve designed a logo to represent for the image of the recycling stations and given them a name as ”Recycling Stop for Welfare back to Chiayi” so the citizens can understand clearly how to win the exchange rewards by bringing back the recycled materials. In the beginning of the Project implemented, all the items for promotional exchange rewards were prepared and targeted as the daily life supplements like soaps, toothbrushes, toothpastes, cleaning soaps, sink cleansers, rice wine, dishwashing liquids and toilet papers etc. A special exchange reward approach for independent merchants was introduced to encourage them to come to the recycling stations through the related mapping process, facilitate the rewards exchange flow and maintain the environment continuously. The Project initiated “Recycling Stop for Welfare back to Chiayi” management system provided a platform for user registration and exchange rewards application so the recycled materials and items for rewards can be recorded in each recycling stations with the monthly reports issued. With such a management system, we can successfully decrease the paper consumptions and avoid the resources wasted by the sustainable e-management approaches.
